A plan to build up to 2,500 homes on the Green Belt is due to be submitted to Kingston Council this month.
Development of the Hook Park area, could include up to 2,500 homes and a 20-acre country park.
The site, near Clayton Road and the Kingston and Esher Bypasses, is 57 acres in size and not currently accessible to the general public.
A technical design development is expected to be submitted to the Kingston upon Thames Local Plan process in November.
